Family Info: Married to Bruce for 31 years, two children – daughter Melissa 28 in Toronto, and son Christopher 25 in Fergus.
Working as a business partner in Ralph Basset Associates for the past 15 years with her husband Bruce, Mary has helped a number of charitable and non-profit organizations in the capacity of financial manager and fundraiser. Expanding to meet the demands of the charitable sector, Mary has developed a successful series of radio donation campaigns. In the last three years alone this program has raised over $300,000. for the faith based organizations.
While working with volunteers, Mary has been instrumental in bringing “The Reminessence Festival” to Fergus. Throughout its three years, the Festival achieved critical success by winning 11 Festival & Events Ontario awards including Top 50 event and Economic Development of Ontario Tourism Advertising Campaign in 2006.
Joining the Fergus 175 committee and accepting the role of volunteer chair in the spring of 2007 has given Mary the opportunity to demonstrate her ability to organize volunteers. Mary was instrumental in developing the successful “Fergus 175th First Night” and working with this committee to host the two other signature events for the anniversary year of 2008.
Mary was named the 2009 Citizen of the Year for Centre Wellington in recognition for her works through this event and her participation in other volunteer organizations like Fergus Scottish Festival, Fergus Truck Show, Canadian Cystic Fibrosis Foundation, Fergus & District Kinsmen, and Melville United Church.
Looking for another way to give back to her community, Mary began her quest for municipal councillor early in 2010.
Campaign Platform – Working to improve social, cultural & economic well being of my community that is looking forward with a controlled vision, mindful of our history, our rich environmental assets and our constituents.
It is vital that we continue to support the efforts for our new hospital development. Moving this project ahead in Ward Three is necessary to continue the high standard of care expected by our residents. Groves Memorial Hospital is and has been a tremendous service to our township and beyond, but with the growing population with various health needs it is time to start the next steps – anticipating that this could be another several years to bring this to reality … we all need to voice our community’s need to the Ministry of Health and Local Health Intergraded Network to advance this project.
Youth Centre in Ward Three – it is apparent that we have reached the capacity for attendance in our youth centre. Young people are coming for the programming and cannot get inside to participate. As members of this community we all need to be mindful of the situation and look to reasonable solutions to keep our young population interested and engaged in our community.
The recreation master plan for Centre Wellington looks forward for future population growth and possible development of an event park and indoor soccer pitch. Both of these projects could be used as attractions for tourism and economic stimulus.
Senior resources in Centre Wellington are being stretched to the maximum usage. With the return of the senior transportation we have developed a way to move residents to medical appointments and shopping, fitness and programming at our senior’s centre. As the general population continues to add more “boomers” to this category we have to continue to support the Victoria Park Seniors Centre and the senior transportation.
This raises the concern about moving all residents around Centre Wellington. We need to look for a reasonably cost effective way to move all residents throughout the community.
Accessibility for all in 2012, it is of top concern that our township, council buildings and services be available for all visually, hearing and physically impaired residents.
We need to continue to support the effort of our Business Improvement Area’s to attract our residents to the downtowns of Centre Wellington. These areas are rich in historic buildings, unique shops and cultural attractions. This is not a “for tourist only area”.
Safe water and sewage systems are necessary for new homes, fire and industry needs.
Zero based budgets are the way to advance in funding our community. I am opposed to spend it or lose it attitudes. We need to look for more opportunities to leverage our assets and intelligence, like our IT department working on MS testing or our PUC retaining a contract with Minto for waste water handling.
We are on the verge of growing beyond the estimates of the Green Spaces to grow and it is time to get our community ready.
I want to help Centre Wellington become a stronger, more inclusive municipality that is looking forward with a controlled vision, mindful of our history, our rich environmental assets and our constituents.

But when we break it all down it is you and I and the other tax payers of Canada that have been paying to "stimulate" the economy. As with anything, all good things come to an end. I believe we have to get vigilant with our official land usage plan and not allow prime agricultural areas be turned in neighbourhoods. | This question has often been asked but never answered. The Elora waste water treatment plant has to be upgraded by ministerial order. Mr. Foster and his followers seem to feel that it can be upgraded similar to the Fergus plant many years ago and save the tax payers a pile of money in loan interest. It is my understanding that this was presented to council (perhaps at one of the meetings missed by Mr. Foster) and it was explained that the cost to upgrade to meet post-Walkerton standards (if it is possible) would be more than to build. The million dollar price tag for the admin building is an estimate but, it is more than just an office building. It is the nerve centre for the plant with a fully equipped lab. So, one more time, how is this facility going to be paid for if Mr. Foster puts a moratorium on loans as he has promised? | |||

| Industrial Wind Turbine projects are a significant threat to our community. This technology is proven to harm people, harm birds and bats, harm real estate values, harm tourism, and deface the beautiful pastoral landscape we have chosen to live in. Wind Turbines do not reduce CO2 because for every MW of potential wind generated electricity there is a MW of tradition fossil fuel generation burning fuel 7/24 just in case the wind doesn't blow. Because of the greed of a few landowners the balance of us are being put in harms way. If any other structure of such massive consequences was to be proposed the neighbouring land owners and residents would have the ability to contest and deny the loss of enjoyment and value of their homes. Since it is politically correct to support green initiatives, wind turbine companies have wrapped themselves in the Green label so as to avoid criticism. All that being said, I only know of two Candidates who have had the courage to speak against the imposition of Industrial Wind Projects on the people of Wellington. Would each candidate for the record please state simply if they support Industrial Wind Turbines in Wellington, or if they oppose Industrial Wind Turbines in Wellington. | |||

I also agree with the township joining the legal battle with other townships asking for a halt to the new wind farms until further studies can be completed with regards to the effects on human health. | ||

| re: Bike Lanes (Apologies if I've included you in the list and this is not in your jurisdiction...to be honest I'm not sure where the Municipal and Regional government lines cross when it comes to roads) There is much talk about transportation, road repair and maintenance. There is also much discussion of revitalization and enhancing tourism in Centre Wellington and Wellington County. Then of course the concerns of environmental stewardship also raise their green heads at times of elections. We all know addressing these issues will cost money, that is a given. What I am concerned about is the VISION you (as our representatives) have when spending said monies on said issues. Safety - a primary concern: I have noticed during the road repair/maintenance of both Centre Wellington and Wellington County that there has been little to no attention paid to bike lanes and/or safety. I am a cyclist - some might say avid. I have cycled many of these roads over the years and have experienced some very bumpy, uncomfortable roads...but more importantly a few too many near misses with vehicles than I'd care to remember. As a father of a 7 year old I don't fancy being a "road kill" headline in the local rags. - Safety is my primary concern truth be told. Question: Do you agree or disagree that the provision of bike lanes on many of our main interconnecting roads would be part of the answer to this question of safety? Tourism/Local Attraction: My rides range from anywhere between 1 hour - 4 hours (traveling at approx. 25-35 km/hr that's a fair bit of pavement). During those rides, while enjoying the grand country scenery (pun intended), I have said to myself, "would this not be totally awesome if you could do something like the "Wellington Rural Romp" by bike!?" (for more info about the rural romp check out http://www.guelphwellingtonlocalfood.ca/whats-going-on) Or I'd have the thought of a cycling network between Centre Wellington, Guelph, Hillsburgh and Erin, up through Mount Forest, over to Clifford and Drayton etc. -- now that would be a dream for cyclists seeking a rural country experience...the b & b owners would salivate at that idea. Question: Do you believe providing cycle lanes would have a positive impact on enhancing niche tourism in Centre Wellington/Wellington County? Why/Why not? Green Commuting: Okay, here's the green head thing. I commute by bike very often between Fergus and Elora - Cataract Trail with my 7 year old (thanks for not disrupting that too much with roads) and I do the commute by road when I'm by myself...Wellington Rd 18 is a great example of awesome shoulders for biking, walking etc. even at the busy times. But I also commute to Guelph by bike from time to time. For safety I have to take Jones Baseline then make my way down to York St etc. Wellington Rd 29 would be perfect IF ONLY it had more then 10 inches of asphalt on the right side of the white line. That's a prime example of not considering cyclist as it was just refurbished this past summer...an opportunity missed if you ask me. | I have read with interest many of the questions and issues facing our community. My query might have been addressed but just to be certain, I will address my concern. (1) I have resided in Belwood 8725 Side Road 25 for the last 22 years and I have observed the scraping and respreading of the gravel on the roadway and left to passing vehicles to compact it. Would it not be more cost effective to pave these roads and have the maintenance cost be recouped by reducved maintenance. There has been new gravel spread but not rolled consequently most of it is either carried away in the undercarriage of vehicles or washed into the ditches. This condition create and recreates the pot holes which maked rerpair and maintenence of the vehicles of the residents an unneccessary/necessary expense and we have to pay our taxes on time or face penalties. I live East of the 7th. line, the bridge between Side Road 20 and 25. is a disaster waiting to happen being in a valley and has been there for my 22 years. The section between Side Road 15 and Wellington Road 19 has been repaved at least three times and seem to last only a short time. I beleive because the compacted foundation is being dug up and redone. Side Road 25 is the bypass when there is a need for East bound traffic detour due to disaster on Hwy 109. This road should be widened and paved. (2) I read with interest the plan to increase our police force for protection. What protection? When more police are driving around in new vehicles (Donated or not, in my opinion trying to recoup some of the unneccessary salary) and concentrating on giving unreasoonable speeding tickets; which is another unneccessary cost to tax payers. Go to the trafic court and listen to the charges. (3) I have suggested the planting of trees along roadways as a snow barrier especially to those propertied with open frontage of more than 100 feet at least. I have personally planted 5600 on my property (3000 along the roadway)doing my part as a conservationist. With all the tree planting, why is this not a priority as it is not only environmentally conscious but environmentally prudent. The trees can be given to property owners and let them plant them or the city can plant them at a minimal cost for those who are suppoesdly too busy to do it. We all win!!! (4) I would like to know the real reason why the Wind Farm is being so stringently opposed. We are advocating, Geothermal systems, Personal Wind Generastors to return power to the grid and Solar panels; why not wind farms? As I understand it the city councilors opposed it because the Province had the complete say in the matter. Why duplicate the process. Taxpayers pay too much for duplicate service already. Other countries are increasing their farm acerage and we are opposing it. Killing bats and birds are not the real reason neither is Property value decrease or Aestetics. (5) I have many more concerns but since most seem to fall on deaf ears, I will close with this, Many farmers seem to think that their farm boundaries end at the curb of the road. Why are the municipality not maintaining the ditch drainage systen. In my 22 years i have never seen a drainage systen maintanance procedure being carried out. | |||

It has been an eye opener when driving on SR - 10, 15 and Beatty Line & Gerrie road this last week just how much more we are than just Fergus, Elora, Inverhaugh, Belwood. As a new councillor - I would do my best to become well versed on the road & bridge conditions of CW and review with a new set of eyes the strategic plans for road and bridge repairs to fully understand what is best for all residents of this township. | ||

| Why is our tax statement not designed to apply payment to the oldest arrears and any remaining amount to more recent payment due. The present system give the false appearance of of longer default period than is real. EG: I owe $3000.00 with penalty of $200.00 for 2010 and $1500.00 with penalty of $150.00 for 2009 and I pay $1650.00. The present system pays $350.00 to my arrears and $1300.00 to my 2009 arrears which shows I owe $200.00 taxes for 2009. When in reeality I owe $3200.00 for 2010. The penalty to the city does not change but the impression of arrears further back is different. I enquired as to this system of accounting and was told "The Province does it this way". That does not make it right!!! | |||

| With talking to other people in town there appears to be a mistrust towards our council members. More specifically we are suspicious of spending by our council members and staff of the township. I would like to know if when council members and staff go to conferences (such as to San Diego, Chicago, Arizona, for example)how are they reimbursed? Do they have to pay for the expenses upfront and then get reimbursed or do they get a credit card? If everyone gets their own credit card who on council is in charge of overseeing the credit card statement to ensure that the expenses are legitimate? | |||

Lloyd | The remuneration of expenses is reported each year in an appendix from the finance department - it is on the website for viewing. It also includes costs for expenses and meeting remuneration for committees of council. Each convention or training event is listed with the cost for each by councillor and I understand each item is reviewed yearly to make decisions on who will attend and the reporting back of lessons learned. As I have not been on the council, I do not know if each are issued a credit card. Having said that - if it is necessary to attend conventions to do the job - I would ask if all bookings be done by the office - it keeps the finances straight! | ||

The Chamber is our lobbying body and vital to keep the business active in issues from the municipality - along with other things like affordable group insurance and moneris. | Thank you for your comments, and Walter thank you for your candour, it was most refreshing that someone has some sort of handle on this, OK, I have read the comments from my previous question concerning the new hospital and from what I can digress, the project will be a least ten years before it's a go if we're lucky. The question I would like to ask is this, if the money raised is not being used, then maybe we could use some of it for a youth centre, the DOOR is poorly located and emergency services would like to see a better location, kids in sight. After all, there is $15 million out in limbo doing nothing for this project, maybe a temporary redirection is called for. Thank you Vinnie | |||

Lloyd | As chair of the 175th committee, I began to see just what I had taken for granted for many years. The heritage here in Centre Wellington is very diverse set of assets, in both the environment and the buildings. I value our heritage and keep that in mind as I go around this community each and everyday. Making an older building accessible is difficult and very expensive for the building owner. The Community Improvement Plan (CIP) that is currently under review from the Economic Development committee and at council to approve has a very small fund for loans for businesses. This won't even touch the costs that are required to do these improvements in our downtowns. It is time to get working with the BIA's and the public works to address sidewalks and building entrances to make all accessible at once. To do this and other preservation projects, requires a budget. So, yes we need a budget for heritage and accessibility needs. | ||

Lloyd | There are always a way to change the process for budget allocation around in the parks & recreation and cutting out the grant altogether; however to do this would move away from the community based decision making committee and I am not in favour of this type of change. Having an opportunity to engage citizens in the decision making and review of the applications allows for the community to have input. What I would consider as a move forward would be to look at the application process and possibly make suggestions on what can be "saved" in other areas to increase the grant total amount. | ||

Lloyd | I agree that Centre Wellington has agreed to purchase Fair Trade tea and coffee - this is already an accepted practice of the township and I fully support this decision. As a member of Melville United - we support fair trade coffee as well. We have not yet become a fair trade township. In this election process the concerns being received from our constituents regarding holding the line on hiring, incurring additional expenses for programs with out knowing what is expected is not wise. I agree with the decision made by the current council to hold on the moving forward until the possible costs are calculated. | ||

Lloyd | Thank you for this question. I am a volunteer member of Elora Fergus Tourism and have been for several years. Recently, I became a representative of a client at this table. I believe that we need to continue to invest in the tourism for Centre Wellington. The current Economic Development budget is $600,000 and it has revenues of $200,000 - So they are requiring $400,000 to continue. I believe that we need to support all the efforts to bring guests to our B & B's, restaurants and events. It is also important to attract customers locally to our downtowns and we should be begin to focus on a way to engage our residents to buy local and support the businesses in our BIA areas. | ||

Lloyd | Currently we are notified in the press of the amount of slot money received each quarter. We do not spend it right away. Through the budgeting for each project these amounts are used to leverage the costs. I have reviewed the consolidated statements on the township website for Dec 31,2008 and the balance in the account is $1,731,257. In the budget forecast presented at the 2010 budget meetings the balance at the close of Dec 31/10 is estimated at $2,332,480. Further breakdowns are available through the township office - finance department and are open public records. I can confirm that the funds has been used primarily to fund the $0.33 / $1.00 required to meet the requirements for federal infrastructure stimulus programs. | ||

Over the last 18 months without remuneration but because of interest in our municipal government, I have regularly attended council meetings. Current consulting positions have been for my expertise in strategic planning, fund raising, event management (including risk management) and building capacity for organizations. Lloyd | I am currently living one block east of the ward 3 boundary. I have worked in ward 3 over 10 years. My intention is to move into Ward 3 in the next two years due to downsizing from the family home. I was originally running in ward 6 but when I examined the boundaries and my life plans there was not a fit for me, that is why I changed. Also... I believe that being a councillor in Centre Wellington is representing all members of the community - not just the ones "inside the lines". Once elected, I will work for a change in the municipality - one that allows our residents to vote for the best for the job, not who is running in their ward only. | ||

Lloyd | The Elora pedestrian bridge is currently on the list of priorities for the township - however safety for all the residents in our rural area need to come first. This township has 105 bridges. In the last 4 years - 5 have been rebuilt and many more have very restricted loads posted, making it impossible for fire vehicles to cross to do their job. In building a safe and healthy community - we need to have good roads for travel and bridges that will carry us where we need to go and walking trails. While it may not be the best solution - crossing the bridge on Metcalf takes our residents and guests across the river from the township parking lot into the shopping core of Elora. | ||

| As the Township of Center Wellington has recognized the value of,and need to support arts and culture by adopting, in principal, the "Parks, Recreation and Cultural Plan"-(Monteith Brown - Spring 2009) and it has shown in its actions financial support for leisure and recreation for our seniors in the community (Victoria Park Senior Centre) - support for the theatrical performances (Own and Operate the Grand Theatre) and sports for all ages in the community (Sportsplex -Arenas, pools, parks, playing fields etc.) - Do you see additional financial support, beyond the minimal cultural grants, for organizations carrying on the very important business/service of providing arts and cultural programming,(especially with the youth), already operating and trying desperately to survive in this community? Lloyd | I believe that the funding for the cultural grants does need to continue, and yes it is minimal support. While groups that have been successful to receive funding many are turned down each year. Not the best way to do the works of this committee. I have also watched a council level when the decisions of the committee are questioned. Lloyd | It is important to continue to support the green spaces in Centre Wellington. I believe that the works done by our parks and recreation department to maintain the tree health is vital. We are also the benefactor to the works done in our community by volunteers through the horticultural societies. The Neighbourwoods Elora organization has done a big job this year with the tree inventory. Lastly we are fortunate to have an organization of citizens called Greenlands Centre Wellington that are working to develop a strategy to plan “a system of natural areas and open spaces for citizen use and enjoyment and for the protection of ecological values.” (Greenlands Centre Wellington website). With this all happening right in Centre Wellington - and a tree planting strategy by the county of Wellington program called Green Legacy that has just passed the millionth tree mark - we need to stay the course and continue to work on getting the tree coverage to the 30% range recommended by Environment Canada. | ||

Lloyd | Thankfully our township has been able to leverage the slots revenues for grants to upgrade infrastructure. As the funding from the Ontario government was available to our township - using the road strategic plan were able to complete applications quickly to take advantage of the opportunities. We need to keep working with the provincial government granting opportunities and keep our course on the strategic road plan. With zero based budgets and working with each department on fiscal restraint we can work to reduce the operating budget and keep the capital budget in line with the infrastructure needs. | ||

Lloyd | This is 2005 act by Ontario government to help with managing the estimated population growth for the next 30 years. Having been a resident of Centre Wellington for the last 24 years, I am watching the growth happening right at home. We have experienced new subdivisions that seemingly "pop up" that put a strain on our shared resources and cause the municipality to upgrade or renew the infrastructure to support the higher usage. That costs money. In efforts to help with the sprawling subdivisions being built on valuable agricultural lands, higher development charges were put into place to cover the costs. | ||

I can tell you that downtown Fergus is currently at a low point from an overall business perspective I have not seen since 1987 ; we can allow it to further deteriorate or the township can show leadership and come up with a plan and funding to "set the table" for future success by improving/adding public meeting areas, greenspace enhancements, pedestrian walking areas and improved parking areas. If the private sector sees public investment, it would be more motivated to invest in the core. Please share with us your vision for the Fergus downtown core and are you prepared to invest significant initial funding ( i.e. $ 250,000 + ) to initiate improvements. (Note: For new candidates , you may want to investigate tax revenues currently generated by downtown properties before responding.You may also wish to review the 1995 downtown revitalization study - recommendations of which have not been implemented to this date.) Lloyd | I have been in Fergus since 1986 - we have seen many businesses come and go in both Fergus & Elora downtowns. Some due to retirement, poor economics or no customers. It seems shoppers today have a big box mentality: park for free, walk to many stores... also it seems that there is a concept that things at the local businesses are "more expensive or don't have the selection". We also have other issues ... Monday to Friday office businesses that do not attract shoppers but infrequent visits... ie dentists, lawyers, real estate offices. This leads the shoppers thinking we are only open 9 am to 5 pm weekdays and little time for those that work out of town to get here before closing times. Perception is not the reality. Investment in our buildings, attracting customers to open stores, review of pedestrian and vehicular traffic all need to come forward for 2010 and beyond. The plan written in 1995 has some good ideas, but we need to get a better reality of what is going on in all small downtowns and look to our own to see what can be done well. I would like the BIA's and township to be working on a strategy to attract provincial investment through grants to give us the money we need to move ahead. Also ... more can be done by meeting with individual land owners and speaking with them on the specific challenges that are given to them when potential renters view the locations... is it parking? condition of buildings? cost of rental space? We need to keep up the events ... but better yet telling our community that we have these events going on a regular basis. Having our theatre upgrades soon done and a new manager in place can help attract folks downtown too. As I have mentioned in my platform... we have some issues with the safety of our pedestrians .... due to traffic delays - drivers become frustrated and fail to yield to walkers and I have seen many - too many close calls. Time to correct this before we have a bigger problem. | ||
